Changes included in this release:

Updates the start year on model years template to 2019
Adds the Patroni readonly service so that the read operations can use the relica pods
Changes the wording on history title and bullet for both supplemental and model year reports
Updates the credit application verify process to not always calculate new selections
Adds the session timeout function
Fixes the missing dashboard alert for Recommended Model Year Reports
Returns the recommended status model year reports as 'submitted' to BCeID users so it will show up on dashboard. Comments out logic for supplemental reports because there is no need to see supplemental reports.
