I have been modding City Game Studio for a while, and have created multiple mods in different fields. I think the current Mod Maker is useful for simplicity and allows people to make mods without having to code. However, that simplicity sometimes gets in the way of more complex mod features.
This is an ambitious proposal, maybe to be saved for City Game Studio 2, but I think that modding should work similar to Paradox Interactive games' modding systems, where the games' data is in folders that can be overwritten by a mod file, or a mod file can create new scripts.
That would require an entire rewriting of the game's code, which is a bit much. I think just more options for mod making in the mod builder would be fine.
