Allow gnu_utilities_src to be absent

Right now dist_source_me will give up if gnu_utilities_src is absent. But for many cases nothing in there is needed. So make it optional. The patches stop the check for it in util/dist_source_me and check if it's there before calling func_intall_utilities in util/acc_build_common.
