flesh out testing - #50

[jGaboardi]

This PR:

• begins the streaming & fleshing out of the testing suite.
• retains the pre v0.1.0 testing suite for the time being.
• starts adding easily verifiable basic versions of tests, along with intermediate and complex ones
• renames the test/* directory to tests/*
• adds a conftest.py and moves several helpers in there
• removes the all_close() testing helper for the numpy one
• resolves start work on improving testing #50
• resolves swap out math& random for numpy in tests #51
• resolves update random number generator in tests #54
• xref interest in modernizing? #20
• xref strange test pass & fail for test_update_point_less_points() #60
