Updating env vars for macos build failures

Description

We're moving Chef-17 to openssl 3.0.9. The Mac builders in Kitchen and Adhoc pipelines are failing with various library errors.

@johnmccrae I don't think we want to proceed with this given it should be getting built in the pipeline?
