Fix broken link re: CISA grants
Removed instances of the line "You will receive an email notification about your changes" adhering to issue #1085 (Remove verbiage saying we’ll email you on each change on domain management page on info site).
Now that verbiage of "You will receive an email notification about..." have been removed, it makes sense to me to move this sentence up for more consistent formatting. Thoughts?
