What and Why
This project currently uses yarn v1. yarn v1 has been deprecated for a while and is accumulating issues (still works pretty well but I have hit an unfixable one in a different project).
yarn v3 is not 100% backwards compatible, but close to it. It's faster at installing and updating dependencies.
This pr does not enable yarn PnP which makes installations much faster and disk usage lower since that brings more migration work with it.
