Upgrades Eldev version to latest and minor updates to config.
Sorry about all the extra commits/ CI credits here. This package archive change recommended by eldev doctor broke CI and it took me a few tries to narrow it down.
Currently it's only failing on windows due to an unrelated issue. Same as Fix windows CI build by allowing to run emacs.portable's scripts clojure-mode#674 (comment)
