[DNS] Update outgoing zone transfers setup and review headings (#17146)

* Call out linked peers and TSIG with outgoing zone transfers setup

* Remove word 'Step' from headings

* Fix anchor links

* Remove ACL req from cf-as-primary following PM feedback

* Style guide adjustments
