refactor(grid) Rework SubduedGridGapControl

- Removed a lot of the contents of `SubduedGridGapControl` and replace the
  main contents of the rendering with `GridPaddingOutlineForDimension`.
- Added `draggedOutlineColor` to `GridPaddingOutlineForDimension` and
  `GridRowHighlight`.
- Removed `gridGapControlBoundsFromMetadata`.
