NCCL v2.18.5 & CUDA 12.2.2

This change updates the NCCL version to v2.18.5 for all CUDA 12 builds. It also updates the CUDA 12.2.0 image to CUDA 12.2.2 with cuDNN.

NCCL version v2.18.6 is tagged on the NCCL GitHub repository but has no official release by NVIDIA as of this time, so this PR is only for v2.18.5.
