Custom Runner Image for https://github.com/actions-runner-controller/actions-runner-controller/#software-installed-in-the-runner-image

This adds Docker Compose to the set of software available in the runner environment.

To release new versions, run:

git tag -a -m vX.Y.Z vX.Y.Z
git push --tags
