tools: enable curve and noiseprofile installation on MSYS2 #16707

bash is available when installing in MSYS2 environment (i.e. not a standalone Windows installer package). So are dcraw, gnuplot, ghostscript and ImageMagick. Exiftool can be installed manually for now.

Using "lower quality" rand() replacement for basecurve tool, but should be good enough for this purpose?
