Issue being fixed or feature implemented

Subsidy factor calculations have changed for devnets in version 22

What was done?

Increased factor by 10x

How Has This Been Tested?

on devnets

Breaking Changes

None, but if we attempt to deploy a >22 devnet in the future, there will be 10x factor
