Ruff formatting for some modules

Description

Updated the formatting to match the style of ruff in weatherModel.py and utilFncs.py. I also removed an unneeded function in utilFncs.py and the corresponding files.

Motivation and Context

Putting the code repository into ruff format.

Tests pass locally.
