Run Validation on Semantic Manifests Used in Tests #716

Description

There are many semantic manifests defined as fixtures for use in tests. It looks like during the DSI cutover, a change was made to not run validation on those manifests. However, to catch developer errors in defining those, validation should still be run on them.
