Clone of a mIRC script that lets users duel each other

Commands & Settings

• duel: Duel another user, e.g. .duel nick
• duels: Get duel stats for yourself (no argument) or another user (.duels someone)
• duelcw: Lets channel admins turn on or off channel-wide duel rate-limiting instead of rate limiting individual users (e.g. .duelcw on)
• duelkick: Lets channel admins set whether losing a duel kicks the loser from the channel (e.g. .duelkick off; the default is on)
• duelself: Lets channel admins turn on or off the ability for users to duel themselves (e.g. .duelself on; emulates the original script)
