Plurality UTM

Output UTM now determined by plurality vote of HUC12s' UTM zones for the study area. For example, since a plurality of HUC12s in Texas are located in UTM 14, all outputs will be in UTM 14.

Single UTM

This release is designed to be run strictly within a single UTM at a time, and it will error if presented with a study area that intersects with HUC12s that cross UTM zone boundaries. With this caveat, it is production-ready.
