[Build] Remove jobs to clean-up build maschines #2745

All jobs that use dedicated build agents are now configured to always clean-up after their execution (regardless of if successful or not). Therefore special jobs to clean them up are not necessary anymore and just clutter the Jenkins instance and occupy precious resources.

Besides the jobs removed with this PR (in https://ci.eclipse.org/releng/job/Cleanup/), there are more similar Clean-up jobs in the RelEng JIPP that are manually defined and can be deleted too:

some of them are even inactive for over a year.
