This second Milestone build further stabilizes RDF4J 1.0. It is a backport of fixes includes in RDF4J 2.0 M3, which has several bug fixes and improvements, in particular in the SPIN reasoner, the Lucene Sail, and in the transaction support over HTTP. See the 2.0M3 Change Log for details.
