The rule prefer_final_parameters was commented out and conflicts with the recommended set of linter rules, so it likely won't get enabled again.

The
analysis_options.yamlfile still contained a number of unused or commented out configuration, both for the linter and fordart_code_metricswhich has actually been removed a long time ago. This PR performs some cleanup and removes the unused contents from the file.
