This PR adds a few functionalities that are needed for overriding a few things:

/dev/shm/uenv-build instead of /dev/shm/jenkssl
The flag for a testrun -t will still upload to the cache, and only skip uploading to the OCI registry
environment variable REPOSITORY_OVERRIDE_NAME allows to specify a full path in the OCI registry
environment variables CSCS_REGISTRY_USERNAME and CSCS_REGISTRY_PASSWORD can be set, and will enforce in the setup-oras script to use these values, instead of fetching them
