ok so I think this should fix using cabal on macos for local development inside of the nix-shell. Tbh I honestly have no idea why these changes make a difference, but moving things around in hevm.cabal seemed to bypass NixOS/nixpkgs#149937 (at least for now). @zoep lemme know if this fixes things on your end. |

This isn't a full fix, but at least it gets rid of the missing libraries errors that we were seeing before. I'm still running into this issue though when building the tests: NixOS/nixpkgs#149937.
