part of 라이더 위치 추적 기능 #129
rider-location-service 라는 모듈을 생성했습니다.
다른 모듈들과 동일하게 프로젝트를 구성했습니다.
추가로 Redis 관련 설정 Bean 을 추가했습니다.
PUT /rider/location 엔드포인트를 추가했습니다.
50% 커버리지의 테스트코드를 작성했습니다.
