okapi v5.2.1 can be used for Nolana, Orchid and Poppy release.
okapi-common v5.2.1 and okapi-testing v5.2.1 are for Orchid and Poppy only because they require Vert.x 4.4.x. Don't use them with Vert.x version 4.5.x that FOLIO mandates for Quesnelia.

Fix:

The v5.2.1 Debian package is not available (FOLIO-3896).
