- ported unified merge from VTM
- cleanup of build process and multi-architecture support
- improved RC with QPA by averaging slice QP in the first pass
- disabling some SEI generation in the first pass during 2-pass encoding
- disabling AVX2 usage with SIMDe
- SIMDe update to unpached upstream version
