- build unit_test for static configuration only
- shared build is disabled as the test uses internal structs which are not exported
- cleanup and align test to vvenc structure by adding resource and version files
- this PR fixes build support only and will not fix the test (vvenc_unit_test is only working for arm currently and crashes on other platforms!)
