This adds a generic GO molecular function for the action of small molecules. Previously small molecules were directly regulating things, which violates RO domain & range axioms. The relation
has inputis used to connect the MF to the CHEBI term. There may be a better choice, but this is logically valid and works for now.Fixes #25.
