Graceful handling of unconfigured plugins

If a plugin has required configuration, but that configuration hasn't been done, there ought not to be ugly errors in the UI.

The plugin might display something about it not being configured, or maybe it should just not output anything. The behavior might vary based on whether the plugin has a tag that is being rendered in the main template or not.
