Natural language processing Utility (nlp_util)

Utility tools and interface wrappers of the following NLP platforms:

For Chinese:
- jieba
- HIT-SCIR LTP
- NLTK for Stanford NLP (not efficient due to its calling behavior)
- Stanford CoreNLP Server
- Tensorflow SyntaxNet: DRAGNN Model (ParseySaurus)
For English:
- patter.en
- NLTK with currently recommended model
- NLTK for Stanford NLP (not efficient due to its calling behavior)
- Stanford CoreNLP Server
- Tensorflow SyntaxNet: DRAGNN Model (ParseySaurus)
- SpaCy
