meta(changelog): Update changelog for v8.3.0
Just noticed we still mention the hub in the `ContextManager`, removing
that.
This makes the `isNativeFetch` check a bit more generic/naive. It no
longer checks that the function name matches `fetch` explicitly, but I
think thats ok.

[Gitflow] Merge master into develop
Add support for Angular 18 in our Angular SDK

- bumped peer dependency version range
- added e2e test for Angular 18

this means it should be a minor 8.4.0. We should also mark angular support as an important change.
