Going to retry this PR #5736 now that the commit log topic is properly configured in prod.
What happened last time is that the commit log topic was in a partially configured/unsafe state in prod. Adding these topics to Snuba and pointing the existing gauges Snuba consumer to the commit log topic resulted in failures to produce and backlogging consumer.
