* WIP Dev meetings announcement.

* Added the final details for the meetings. Moved the section to a higher place in CONTRIBUTING.md.

+To facilitate internal and community support of weather tools, we invite you to join our regular developer meetings.
+Since our contributors are in a wide range of time zones, we offer two fortnightly meetings: Wednesdays at 8:30 AM PST
+and Fridays at 3:00 PM PST. Feel free to attend to only one meeting every two weeks, whichever best works with your
