Updating repo naming scheme

We're preparing to release PHP, Java, and JavaScript ports of Specter. We're doing a little housekeeping to prepare for this. In addition, this release brings the code up to date with our php standards 1.1 at https://github.com/helpscout/php-standards

Update to php-standards 1.0 and phpcs 3.0

This is a developer tooling release that updates us to the latest Help Scout PHP Standards, and to use PHPCS 3.0

Remove illuminate/support as dependency

This was causing too many conflicts in related projects.
