Snow albedo function added for snowmelt radiation based on the method used in the VIC hydrologic model https://vic.readthedocs.io/en/vic.4.2.d/Documentation/CalibrateSnow/ https://github.com/UW-Hydro/VIC/blob/master/vic/vic_run/src/snow_utility.c. Note that VIC uses cold content based on snow temperature, and I used air temperature. This addition resolves the issue of very early snowmelt when using snowmelt_ratiation = True.
