[SYCL] Update EnvironmentVariables.md to add 'fpga' in SYCL_DEVICE_ALLOWLIST #12749

As per discussion in #12632, this PR updates SYCL_DEVICE_ALLOWLIST documentation to also allow 'fpga' as a valid device type.

PR #12614 already implemented this change.

DeviceType accepts host, cpu, gpu, fpga, or acc. fpga and acc are handled in the same manner.

This information is duplicated in this document. I suggest we move it to a separate section or table and reference to it from all the places where DeviceType accepted values are listed.
