Move cron & CLI scripts to their own subfolder.
We can block access to this folder using .htaccess to tell Apache not to serve any of these files (for those using other web servers, they will have their own method to block all files in a folder).
This would eventually allow us to remove the cron key requirement, simplifying setup/migration.
