MESHpy Alpha release
This release contains the first version of the MESHpy code with a test dataset. As noted in issue #7, the results are not binary equivalent to the Fortran output, which is suspicious, so this remains a pre/alpha-release.
However, users are encouraged to download and begin exploring.

This is the initial set of files which demonstrates hydraulic routing with the full St. Venant equations. Work is ongoing to identify bugs -- the python notebook stored in ./dynamic_channel_routing should demonstrate capability to compute quasi-steady sub-critical water surface profiles for arbitrary channels.
