Targets issue #90

Currently, a project has one owner, but no members. Authorization is independent of projects

Establish an n:n relation between projects and members including a role in a project (Person A can be Admin of project X, but only Logger of project Y)
Handle project membership at the new project page (Make a working project page #71)
Use project membership for file access (Protect /datafiles from unauthorized users #78)
Use project membership for dataset access (handled in this issue)
