Again, I think this bump might force users to use latest Mill and has the potential to break their builds if they don't bump their Mill version. ScalafixModule extends ScalaModule, so any change done to ScalaModule, meant to be backward but not forward binary compatible, might break users builds.

This is only the mill version used to build the plugin. The mill version used for the dependency is 0.11.0
