allow the config-gateway to accepted supported features

This allows us to use experimental features safely

I've added HTTPRouteRequestTimeout to Contour and Istio configs because they support it. See the reports here: https://github.com/kubernetes-sigs/gateway-api/tree/main/conformance/reports/v1.0.0
