BLAS 1::reciprocal

Header File: KokkosBlas1_reciprocal.hpp
Usage: KokkosBlas::reciprocal(y,x);
Computes for each value of x(i)
or x(i,j)
the reciprocal value, and assigns it to y(i)
or y(i,j)
respectively.
