Add a Makefile with make build and make deps command
Also add a env.sh file to export the MLIR variables, like it is in Native. Print a message so the user knows that he needs to add the CAIRO_NATIVE_RUNTIME_LIBRARY, RPC_ENDPOINT_MAINNET and RPC_ENDPOINT_TESTNET variables
