fixes #1904

Implement Encode, Decode and Type for Arc<str> and Arc<[u8]>. For Postgres PgHasArrayTypeis implemented for Arc<[T]>, this makes it possible to decode a Postgres array as an Arc<[T]>

Edit: this depends on #3674 now because of the blanket impl's for Type.
