Build fails on Archlinux with failure to look up bundled library #146

I can't get Math::GSL to install with a reasonable amount of effort. There appears to be a number of lookup failures which are related, but I'm not familiar enough with the software to really say where the problem lies.

GSL is installed and is on version 2.4

This is for the version uploaded to CPAN.

This problem is not in 17.10 Ubuntu, and so may be ArchLinux specific.

Ubuntu is also working off of GSL version 2.4, so that isn't the issue,
