[RISCV] Support RISC-V Profiles in -march option #76357

After this was discussed at the sync-up call today, I believe we're in agreement on direction here. This is close to being ready and is just pending some code cleanup.

This may not be fully evaluated at compile time. I'd go back to the static arrays personally.

One idea to simplify this code - build the std::string NewArch, and then make a recursive call to this routine and return the result. This would avoid all the lifetime issues involved with the fallthrough.

This PR implements the draft riscv-non-isa/riscv-toolchain-conventions#36. Currently, we replace specified profile in `-march` with standard arch string.

This reverts commit 66f88de as there are some failures.
This PR implements the draft riscv-non-isa/riscv-toolchain-conventions#36. Currently, we replace specified profile in `-march` with standard arch string. This is recommitted as 66f88de was reverted because of failures caused by lacking `--target` option.
