OBS Tally 3.1

Tallies by Source are now working on Arduino as well as the .NET app.
-Serial communication protocol between .NET app and Arduino was made more robust.
-The Arduino code was mostly re-written to account for multiple tallies online at once, as the serial communication protocol was re-thought.
-There is a known issue: previews have a delay. I'm working on debugging this currently.

OBS Tally 3.0

-Use Sources instead of Scenes
-Turn previews on or off
-Automatically run setup and create config.xml file on first run
-Lots of error-handling
