Creates limit-aware noise addition.
Addresses #220.
Changes to numpy array parallelization in lidar sensor.

That only fixes the issue for the lidar sensorss and derivatives.

Fixes sensor limit violations when using FullSensor with variance. Related to #220 and #263.
