Enable cpplint in pre-commit flow + generat Github Annotations from messages.
You can check out the "Files changed" tab to see the annotations near the bottom of the page for unchanged filed.
The messages are still about the long type - I guess for other PRs integrated very recently.
So htese can now be update to uitn64_t or ignored by adding // NOLINT - which can be done in separate PR's.
