Python 3.8 reached its EOL around 2024-10-07. Our tooling / pyright / pre-commit / etc. stopped supporting it.Edit: We'll keep supporting 3.8 until Ubuntu 20.04 goes EOL in April 2025.
This adds official 3.13 testing bots to our CI.
